The Center for Outcomes Based Contracting
My goal is to help education agencies build and use evidence to improve student outcomes (https://eric.ed.gov/?id=EJ1333778). I’ve conducted education research and evidence reviews on a variety of topics, including tutoring and historical writing interventions, policies related to instructional quality, and teacher preparation. Most recently, I completed a randomized controlled trial of instructional coherence in the context of early literacy tutoring (https://edworkingpapers.com/ai25-1332). I joined the Center for Outcomes Based Contracting in June 2025, where I work on both internal continuous improvement initiatives and field-facing efforts to support districts and state use existing evidence in decision-making. Through various networks, I’ve also been involved in conversations about the future of publicly funded education research, and I’m interested in growing the field’s use of design based implementation research. I’m the immediate past president of the Association for Education Finance & Policy and an associate editor at the Education Finance and Policy journal, focusing on policy briefs. I also teach Economic Inquiry in Education at American University. Earlier in my career, I taught preschool and kindergarten in New York City.
